The awareness seminar organized by Philexport Cebu for exporters, importers and brokers last April 24, 2010 at the Cebu Grand Hotel attracted more than 130 participants. The seminar was organized by the umbrella organization for the exporting sectors in cooperation with the Bureau of Customs, TUV Rheinland and e-Konek Pilipinas.
Customs Collector Ronnie Silvestre of the Port of Cebu delivered the opening address. In his address he mentioned that the deadline for registration by importers, brokers and forwarders in the Client Profile Registration System (CPRS) have been extended to April 30, 2010 to allow those who have not registered time to do so without delay. CPRS took effect on April 19, 2010 through CMO 27-2010 issued by BOC Commissioner Napoleon Morales. Collector Silvestre also gave credit to the efforts of Philexport Cebu’s One-stop Export Documentation Center (OSEDC) to facilitate the online registration of stakeholders through its lodgment system that was set-up at OSEDC via its partnership with e-Konek Pilipinas, as well as for the valuable help OSEDC is giving to the BOC in line with the registration of Certificates of Origin in line with CMO 2-2010 that took effect in January 2010. Philexport’s OSEDC may now process registration of products that will be exported under a preferential treatment within free trade areas and other destinations that will require it. A database management system for the CO registration was developed by Philexport Cebu to ensure quick verification in the future. This database will be installed in a Windows Server that is capable of storing huge amounts of data and provide speedy access. The database boasts of safety features that will ensure the security of vital information covering exporters’ products. CO pre-evaluation will take effect on May 16, 2010. The exporters were advised to register their products as early as possible to avoid delays in shipment and payment processing.
The important topics discussed during the seminar were the chronological background and history of the rules of origin, determination of the rules of origin, harmonized system and coding, product testing, CPRS and e2M (electronic to mobile). The resources speakers invited for the half-day seminar were: Bonie A. Custodio, Actg. Chief of the Export Services Division of BOC Cebu, Benjie Chiu, Market Analyst of Philexport, Eric Santos of TUV Rheinland and Mae Bustamante, head of the help-desk of e-Konek Pilipinas. Philexport distributed information CDs to all the participants. |
